2. Base ice 6” double round Neon Purple.
3. Insert four dowel rods into 8” cake. Insert through both cake layers and cut flush to cake.
4. Stack cakes as shown.
5. Using tip #897, pipe Neon Green wavy band around base of cake.
6. Using tip #895, pipe Sky Blue wavy band around base of cake.
7. Using tip #32, pipe Neon Purple shell borders.
8. Using tip #22, pipe Neon Green, Sky Blue, and Neon Purple rosettes as shown.
9. Place DecoSet® items onto cake as shown.
10. Using tip #2, pipe Neon Purple, Neon Green, and Pink balloon strings as shown.
